Location Management Rules
- Locations form a hierarchy: Province → City → District → Subdistrict
- Disabling a location cascades to disable all child locations and their associated sensors
- Locations cannot be deleted if used by module sensors (check Usage Count column)
- Only locations with 0 usage can be deleted. Others can only be disabled.
- When a location is disabled, all sensors in that location are automatically disabled
